Enhancing Changi’s Road and Active Mobility Infrastructure

LTA to call tenders for transport infrastructure improvements in the Changi region

 Connectivity in the Changi region will significantly improve over the next decade as the Land Transport Authority (LTA) starts work to enhance the road and active mobility network from end 2020. This will complement the upcoming Cross Island Line (CRL) stations[1] in the Changi area. These enhancements are necessary to serve existing and new developments. These include Changi Airport Terminal 5 (T5), growth in aviation and logistics industries and residential developments.

 2             When road, rail and active mobility projects are completed by 2029, commuters, residents and motorists in Changi can look forward to increased convenience, shorter travelling times, and improved intra-town and inter-town connectivity.

 3             To facilitate the planned improvements, LTA will be calling tenders from 4Q 2019 for the roads and cycling path projects for the Northern and Southern corridors in Changi. Please refer to Annex A for an overview of the transport infrastructure works.

Changi Northern Corridor

4             As part of the Changi Northern Corridor, LTA will be constructing the following:

 a)    A vehicular viaduct along Loyang Avenue between Tampines Expressway (TPE) and Loyang Way. Vertical noise barriers will be installed on the vehicular viaduct to mitigate the impact of traffic noise on residences nearby.

 b)    A bus lane for each direction of Loyang Avenue.  This will help facilitate regular and faster bus journeys as buses are able to travel on continuous and dedicated lanes in the area. 

 c)    3km of new cycling paths along Loyang Avenue, Telok Paku Road, Nicoll Drive, Changi Coast Road and Aviation Park Road. These cycling paths will connect to the existing Park Connector Network in the north of Changi.

 5             The majority of road and active mobility works for the Changi Northern Corridor will be completed by 2026, with the remainder completed in tandem with nearby CRL stations by 2029.

6             With the completion of phase 1 of the CRL, the Changi area will be served by a comprehensive road and rail network. An additional 15,000 households in Pasir Ris and Loyang will be within a 10-minute walk to an MRT station while workers residing in Ang Mo Kio can save up to 30 minutes of travelling time when they commute to the north of Changi.

 7             This new transport corridor will also be a boon to key industrial and business districts such as Loyang Industrial Area and the Aviation Logistics Park, and help to alleviate existing congestion along key arterial roads such as Loyang Avenue.

Changi Southern Corridor

8             Works for the Changi Southern Corridor include the:

 a)    Construction of new roads connecting T5 to Tanah Merah Coast Road (TMCR) and East Coast Parkway (ECP);

 b)    Realignment and widening of TMCR; and the widening of existing roads such as Pan Island Expressway (PIE), ECP and Xilin Avenue.

 c)    Reconfiguration of Changi Flyover and Tanah Merah Flyover.

9             This Southern road corridor will complement the Changi Northern Corridor in providing motorists with an alternative travel route to the region.

10          Cyclists will also enjoy 3.5km of new cycling paths along Xilin Avenue and the TMCR in tandem with the enhancements to the road network. These cycling paths will complement the existing Park Connector Network and on-road cycling lanes to connect Tampines and East Coast to T5. This will make it safer and more comfortable for pedestrians, cyclists and other active mobility users. The Changi Southern Corridor works are expected to be completed by end 2026.

11          To facilitate the road works for the Changi Southern Corridor, parts of land within Laguna National Golf and Country Club and parts of three plots of land owned by JTC that are currently leased to private entities, will be acquired by the Government. These acquisitions involve ancillary features such as greenery areas, storage zones and fencing. No main building structures will be affected.

12          The Singapore Land Authority (SLA) has gazetted the acquisition of the affected land today. SLA and LTA will work closely with the affected landowners to assist them throughout the land acquisition process and to minimise the impact on them.

13          These infrastructure improvements will enhance the multi-modal connectivity of the Changi region and help to support the growth and development of Changi into a vibrant place to live, work and play. Prior to commencement of the construction works, LTA and relevant agencies will work closely with affected landowners and stakeholders to develop mitigation measures to alleviate the inconveniences from construction works.
