REVISION OF LAND BETTERMENT CHARGE RATES FROM 1 SEPTEMBER 2023


1. The Land Betterment Charge (LBC) rates for the period 1 September 2023 to 29 February 2024 have been revised following a review by the Singapore Land Authority (SLA), in consultation with the Chief Valuer.
 
2. The LBC rates for Use Groups A (Commercial) and C (Hotel/Hospital) have increased and the LBC rates for Use Group B2 (Residential, non-landed) have decreased. The LBC rates remain unchanged for Use Groups B1 (Residential, landed), D (Industrial), E (Place of Worship / Civic and Community Institution) and three other Use Groups F, G and H (see Appendix 1 for Table of LBC rates).

LBC rates for Use Group A (Commercial) 

3. The LBC rates for Use Group A (Commercial) have increased by 0.4% on average. 12 out of the 118 sectors saw an increase in LBC rates ranging from 3% to 4%, with the remaining 106 sectors seeing no change. The following sectors saw the greatest increase (of 4%):

  • Sector 16 (Duxton Road / Tanjong Pagar Road / Temple Street / Club Street / Mosque Street)
  • Sector 21 (North Canal Road / Hongkong Street / Lor Telok)
  • Sector 25 (Wilkie Road)
  • Sector 28 (Aliwal Street / Arab Street / Haji Lane)
  • Sector 30 (Sungei Road / Kelantan Lane)
  • Sector 53 (Jalan Besar / Serangoon Road / Race Course Road)
  • Sector 58 (Dorset Road / Gloucester Road / Owen Road)
  • Sector 59 (Thomson Road Pan-Island Expressway / Central Expressway / Mandalay Road / Irrawaddy Road)
  • Sector 93 (Still Road / East Coast Road)
  • Sector 102 (Kallang Paya Lebar Expressway / Geylang area / Aljunied Walk / Sims Drive / Macpherson Road)

LBC rates for Use Group B2 (Residential, non-landed)

4. The LBC rates for Use Group B2 (Residential, non-landed) have decreased by 3% on average. 111 out of the 118 sectors saw a decrease in LBC rates ranging from 3% to 11%, with the remaining 7 sectors seeing no change. The following sectors saw the greatest decrease (of 11%):

  • Sector 11 (Shenton Way / Straits Boulevard / Marina Boulevard / Raffles Quay)
  • Sector 12 (Bayfront Area / Marina Bay Sands) 
  • Sector 13 (Marina Mall / Marina Green / Marina South Drive / Marina Boulevard / Marina Gardens Drive)
  • Sector 14 (Central Boulevard / Marina Coastal Drive / Marina South Pier)

LBC rates for Use Group C (Hotel/Hospital)

5. The LBC rates for Use Group C (Hotel/Hospital) have increased by 3% on average. 116 out of the 118 sectors saw an increase in LBC rates ranging from 3% to 5%, with the remaining 2 sectors seeing no change. The following sectors saw the greatest increase (of 5%):

  • Sector 3 (Hill Street / Victoria Street / Seah Street / Beach Road / Ophir Road / Nicoll Highway / Esplanade Drive / City Hall area)
  • Sector 4 (Rochor Road / Middle Road / Tan Quee Lan Street / Liang Seah Street / Purvis Street / Bain Street)
  • Sector 5 (Nicoll Highway / Suntec City Area / Ophir Road / Raffles Avenue / Promenade area)
  • Sector 6 (Collyer Quay / Fullerton Road)
  • Sector 12 (Bayfront Area / Marina Bay Sands) 
  • Sector 39 (Stevens Road / Draycott Park / Claymore Hill)
  • Sector 40 (Cairnhill Road / Cairnhill Rise / Cairnhill Circle / Mount Elizabeth Link)
  • Sector 41 (Cairnhill Road / Orchard Road / Somerset Road / Exeter Road / Buyong Road / Cavenagh Road)
  • Sector 42 (Scotts Road / Orchard Road / Orchard Boulevard / Bideford Road / Nutmeg Road / Mount Elizabeth / Claymore Road)
  • Sector 43 (Tanglin Road / Cuscaden Road / Orchard Boulevard / Grange Road)
  • Sector 117 (Sentosa Island / Southern Islands)

6. There are no changes to the Use Groups Table and the Geographical Sector maps. 

7. The revised LBC rates (Appendix 1), to be read in conjunction with the Use Groups Table (Appendix 2) and the set of Geographical Sector maps [1] (Map A and Map B), take effect from 1 September 2023. The new rates will apply to cases which are granted Provisional Permission (PP) or 2nd and subsequent extensions to the PP on or after the effective date.
