1. Mr Vincent Hoong, 58, graduated from the National University of Singapore in 1982 with a Bachelor of Laws (Hons) (2nd Class Upper Division). He was admitted as an Advocate and Solicitor of the Supreme Court in 1983. He had a short stint in private practice before joining the Singapore Government's Legal Service in 1984. He held various judicial appointments in the Supreme and Subordinate Courts before being posted in 1997 to the Singapore Land Registry (SLR), a department of the Ministry of Law. He was subsequently seconded to SLA in 2001 when the SLR was merged with other Ministry of Law departments to become SLA.

2. Mr Hoong was the Chief Executive of SLA from 1 May 2009 to 31 March 2015 and prior to that, he had held various appointments in SLA including Director, Land Services Group, Deputy Chief Executive and Commissioner of Lands. He also held the concurrent statutory appointments of Registrar of Titles and Deeds and Controller of Residential Property.

3. During his tenure at SLA, Mr Hoong has transformed SLA through creating a strong service-oriented culture, strengthening collaboration and partnership with other public sector agencies in service delivery and leveraging new technologies to improve the operational effectiveness and efficiency. Guided by SLA’s vision of “Limited Land, Unlimited Space”, he has led SLA to explore innovative means to optimise the use of State lands and properties for social and economic activities. As the Registrar of Titles and Deeds, he championed the successful reform of the Conveyance Practice in Singapore through the implementation of the Electronic Payment Instruction System in 2011 which safeguarded conveyancing monies for property owners and reduced the incidences of misappropriation by lawyers. Mr Hoong also played an instrumental role in driving the Singapore Geospatial Collaborative Environment (SG-SPACE) project - an ambitious plan to better govern the collection, storage, dissemination and use of geospatial information across all government agencies. A significant milestone was the launch of OneMap in 2010, which offered a common map platform for the public to access government information to create useful and value-added location-based services. Under his leadership, SLA has been ranked amongst the top 5 agencies in the Pro-Enterprise Ranking (PER) Survey on Government Agencies since 2010.

4. Mr Hoong received the National Day Public Administration Medal (Silver) in 2002 and the Long Service Medal in 2007.
