The Minister for Law has appointed the following persons to the Singapore Land Authority for a term of 2 years commencing 1 August 2010:

Out-going Chairman, Mr Greg Seow

Mr Greg Seow was appointed Chairman, SLA in June 2006, having been a member of the Authority since its formation in June 2001. He will complete his second 2-year term of office as Chairman on 31 July 2010. Under Mr Seow's chairmanship, the SLA introduced a number of new initiatives. For example, SLA collaborated with various agencies such as NHB to adapt State properties for interim uses for the arts, and EDB to support its global education hub initiative. Together with IDA, SLA is now leading a government-wide effort to develop SG-SPACE – a platform where geospatial data, policies and technologies are integrated to foster innovation, knowledge and value creation for the Government, private enterprises and the community. Under the SG-SPACE initiative, the first intelligent map information system ‘OneMap' was launched this year.

Out-going Members

The following members will be completing their terms of office on 31 July 2010:

  • Mr Latiff Ibrahim, Managing Director, INCA Law LLC;
  • Mr Yap Kim Wah, Senior Vice President, Singapore Airlines Ltd; and
  • Ms Koh Lin-Net, Deputy Secretary (Trade), Ministry of Trade and Industry.

SLA wishes to place on record its appreciation to Mr Greg Seow, Mr Latiff Ibrahim, Mr Yap Kim Wah and Ms Koh Lin-Net for their outstanding contributions to the SLA.

New Chairman, Mr Chaly Mah

Mr Mah has been closely involved in the SLA since June 2007 when he was appointed a member of the Authority. He was appointed its Deputy Chairman in August 2009. Mr Mah is currently the Chairman of Deloitte Singapore and CEO of Deloitte Asia Pacific and Deloitte Southeast Asia.

Mr Mah is actively involved in the development of the accounting profession. He is the President of CPA Australia's Singapore Division which held a CPA Forum this year that advocated good corporate governance.

Annex A

1. Mr Chaly Mah

Mr Chaly Mah has been with Deloitte Asia Pacific for over 30 years. He is currently the Chairman of Deloitte Singapore and CEO of Deloitte Asia Pacific and Deloitte Southeast Asia. Mr Mah is a member of Deloitte's Global Executive, which leads and manages the global organisation's affairs, and is responsible for determining the global vision and setting its strategic course.

He has extensive experience serving both multinational and local companies across a wide spectrum of industries from financial services to construction, electronics, retail and manufacturing.

He is an associate member of the Institute of Chartered Accountants in Australia and a fellow member of CPA Australia. He is also a fellow member of the Institute of Certified Public Accountants in Singapore. Mr Mah has been a member of the Singapore Land Authority since June 2007 and has served as Chairman of its Audit Committee since that date.

Mr Mah graduated with a Bachelor of Commerce degree from the University of Melbourne.

2. Mr George Lim

Mr. George Lim, Senior Counsel, is a former President of the Law Society of Singapore (1998-9). He was called to the Bar in 1982, and is a partner in Wee Tay & Lim LLP.

Mr. Lim sits on the Boards of the Singapore Institute of Legal Education, the Singapore Mediation Centre and the Pro Bono Management Committee of the Law Society. He also serves on the Advisory Board of the Law Faculty, NUS, and is Deputy Chair of Caritas Singapore Community Council.

3. Ms Teo Lay Lim

Ms Teo Lay Lim is the Country Managing Director for Accenture Singapore, and concurrently holds 2 portfolios for Accenture's Global Markets business in the Asia Pacific Region – she is Managing Director of Accenture Sustainability Services Asia Pacific, and the Managing Director of Accenture Analytics Asia Pacific.

Ms Teo graduated from the National University of Singapore with a Bachelor of Business Administration in 1985. She joined Accenture on March 1 1988 and has held various leadership positions within the firm. Most recently she spent 2 years in Shanghai in her role as Asia Pacific Managing Director of Accenture's CRM practice within the Management Consulting practice of Accenture.

4. Mr. Wong Hong Kuan

Mr Wong Hong Kuan is the Chief-of-Staff for the Singapore Police Force. He has over 16 years of experience in law enforcement, leadership and human resource development, and finance policy formulation.

Besides serving in the Singapore Police Force and Ministry of Finance, Mr Wong has served the community through his involvement with the National Committee on Youth Guidance and Rehabilitation, the National Police Cadet Corps (NPCC) Council and the National Crime Prevention Council (NCPC).

Mr Wong graduated with a B.Acc (1st Class Hons) in Accountancy from the NTU in 1994. He was appointed as a Foreign Fellow under the US Fulbright Programme in 2003 and graduated from the Harvard Business School with a Masters of Business Administration (MBA) in 2005.
