1.         The Minister for Law, Mr K Shanmugam, has appointed Mr Chaly Mah  as Deputy Chairman and concurrently member of SLA, effective 1 August 2009. Mr Mah is CEO & Regional Managing Partner, Deloitte Touche Tohmatsu in Asia Pacific and CEO of Deloitte Singapore and Deloitte South East Asia.  Mr Mah has been a member of the Authority since June 2007 and has served as Chairman of its Audit Committee since his appointment.
 
2.         Three new Members have been appointed for two-year terms.  They are Dr Peter Kellock, founder of muvee Technogies Pte Ltd and Mr Tan Tong Hai, Chief Operating Officer, Starhub Ltd whose appointments are effective 1 August 2009.  Mr Vincent Hoong, who was appointed the Chief Executive (CE)  effective 1 May 2009, was concurrently appointed a member of the Authority on the same day.

3.         Dr Peter Kellock and Mr Tan Tong Hai have extensive experience in the infocommunications & software industry. Their knowledge and expertise will contribute to SLA’s development of a national spatial data infrastructure.  

4.         Four other Members were also re-appointed for further 2-year terms effective 1 August 2009:

a. Dr Lee Tsao Yuan, Executive Director, SDC Consulting
b. Mr Ed Ng, President & CEO, ASEAN, GE Capital
c. Professor Pang Eng Fong, Practice Professor of Management, Lee Kong Chian School of Business, Singapore Management University
d. Ms Rita Soh Siow Lan, Director, RDC Architects Pte Ltd

5.         The other Members of the Authority are:

a. Ms Koh Lin-Net, Deputy Secretary (Trade), Ministry of Trade & Industry
b. Mr Yap Kim Wah, Senior Vice President, Singapore Airlines Ltd
and
c. Mr Latiff Ibrahim, Managing Partner, Harry Elias Partnership

6.         Mr Ong Chong Tee, Deputy Managing Director, Research, Monetary Policy & Investments, Development and External Relations, Monetary Authority of Singapore, retired on 31 July 2009. He has served as a member of the Authority for the past 4 years and as Chairman of its Investment Committee.

7.         Chairman, Members and staff of the Authority also place on record their appreciation for the outstanding service rendered by Mr Lam Joon Khoi, former CE, SLA, who retired as a Member of the Authority on 30 Apr 2009.

About SLA

Singapore Land Authority (SLA) is a statutory board with the Ministry of Law. Its mission is to optimise land resources for the economic and social development of Singapore. SLA is responsible for the direct management of some 14,000 hectares of State land and about 5,000 buildings. It is also in charge of land sales, leases, acquisitions and allocation, developing and marketing land-related information, and maintaining the national land information database through digitised land information services. SLA is also the national land registration authority for property transactions, and the issuance and guarantee of land titles in Singapore. It also manages and maintains the national land survey system, including the defining of boundaries or legal limits of properties based on a coordinated cadastre survey system.

Annex A:

1.         Mr Chaly Mah

            Mr Chaly Mah is the newly appointed deputy chairman of the Singapore Land Authority (SLA). He is CEO & Regional Managing Partner, Deloitte Touche Tohmatsu in Asia Pacific. He is also the CEO of Deloitte Singapore and Deloitte South East Asia.  Mr Mah has been with SLA Board since June 2007 and also served as Chairman Audit Committee from the same date.

2.         Dr Peter Kellock

            Dr Peter Kellock founded muvee Technologies Pte Ltd in 2001. It is a privately held company headquartered in Singapore with a subsidiary, muvee Technologies, Inc. in New York.

            Dr Peter Kellock is a technology innovator as well as an entrepreneur. He studied physics and was deeply into electronic and computers, designing digital hardware and writing software for all kinds of applications from financial services to Arabic word-processing, as well as software for music and video. He is a member of the Arts Resource Panel, National Arts Council.

3.         Mr Tan Tong Hai

            Mr Tan Tong Hai the Chief Operating Officer for StarHub Ltd.  He brings with him over 20 years of experience in the regional IT, Internet and e-commerce industries.  He has had broad experience at top management levels at both local start-ups and MNCs.

            Prior to joining StarHub, Mr Tan was the President & CEO of SCS since August 2005.  From Mar 01, he was the President & CEO of PacNet.  Before PacNet, Mr Tan was CEO of Asia Pacific Creation, a holding company for e-commerce and Internet-related investments, and from 1999 to 2000, he was the General Manager of StarHub Internet (previously known as CyberWay). Mr Tan was with IBM from 1988 to 1999, first as a Business and Programmer Analyst and then the Internet & E-Commerce Regional Manager of IBM Asia Pacific. During that period, was also the General Manager of International Applications Solutions, a subsidiary of IBM Singapore.

He has an Honours degree in Electrical Engineering from the National University of Singapore.
