SLA tenders former swimming complex for recreational and commercial uses

1 The Singapore Land Authority (SLA) is in search of a creative entrepreneur to transform a former sports and recreational site with commercial use. For the very first time, SLA is tendering a former swimming complex at 19 Aroozoo Avenue, Paya Lebar Swimming Complex, for sports and recreation, with up to 20% of the existing Gross Floor Area for commercial uses.

2 The site, which consists of a spectator stand, an office cum retail block and a shelter, has a land area of 6578.5 sqm and a gross floor area of 1339.7 sqm. The tenure is on an initial term of three years and is renewable on terms up to 2017. The site has an indicative guide rent of $12,900. The swimming complex, which was opened in 1981, has a standard 50-m eight-lane pool, a 35-m-long shallow pool for a 500 capacity.

3 The property, which is located near Kovan and Upper Serangoon Road, is surrounded by private residential buildings and within walking distance to a neighbourhood park and an upcoming adventure park in Paya Lebar, within a matured estate. The site location can be found at Annex A.

4 Mr Simon Ong, SLA’s Director of Operations said, “The site has the potential to be adapted for other sports and recreational use. The successful bidder could continue to provide water-based facility as well as land-based activities. Other proposals for the site will be considered, subject to the approval by the various planning agencies.” Market response is expected to be keen, as the well-located property has its draw with the residents from the Eastern estate. There have already been a number of preliminary enquiries made on the property. Mr Ong added, “In recent years, creative adaptive reuse of State properties has added to the vibrancy of sectors including sports and recreational with some economic viability.”

Tender applications may be deposited at Singapore Land Authority, 8 Shenton Way, #26-01, Singapore 068811. SLA will also be conducting a site show-around on 14 September 2007.
