From 1st May 2004, the Land Titles (Strata) Act will be amended to provide greater transparency and certainty to flat owners during the collective (or more commonly, en-bloc) sale process. These changes are the result of feedback from the public, industry and Members of Parliament. (See Annex for details.)

Specifically, the changes are:

i. Flat owners are to be updated regularly on the number and percentage of owners who have executed the Collective Sale Agreement ("CSA");

ii. The CSA must be executed by the majority flat owners within 12 months; and

iii. The majority owners must find a purchaser and apply to the Strata Titles Boards within 12 months after executing the CSA.

The above changes will not apply to Collective Sale Agreements that have been executed by a flat owner before 1st May 2004.
