The Government is pleased to announce the implementation of Stage 3 of the Circle Line (CCL) that will extend the CCL from Upper Paya Lebar Road/Bartley Road to Marymount Road.

Circle Line

The CCL is an orbital line linking all radial Rapid Transit System (RTS) lines running into the city. It will run from Dhoby Ghaut to Paya Lebar, Serangoon, Bishan, Buona Vista and HarbourFront. The CCL will have interchange stations with the existing North-South and East-West lines, as well as the North East Line (NEL) to provide better connectivity and convenience to commuters. It will provide inter sub-urban linkages, allowing MRT passengers going to other parts of Singapore to bypass the city centre, thus cutting down on travel time.

The CCL is being built in stages. Construction for CCL Stages 1 and 2 from Dhoby Ghaut to Paya Lebar is already ongoing. Tenders for CCL Stage 3 will be called early this year. As for Stages 4 and 5, engineering studies are currently in progress and this will help to determine the exact alignment of the remaining stretches of the CCL.

Circle Line Stage 3

The alignment and location of the stations of CCL Stage 3 have been finalised. This stretch of the CCL is 5.7 km long with five stations at the following locations:


Bartley Road, near Maris Stella High School

Serangoon MRT Station, an interchange station with North East Line

Serangoon Avenue 3, near Lorong Chuan

Bishan MRT Station, an interchange station with North-South Line

Marymount Road, near Marymount Lane

CCL Stage 3 will cost about $1.2 billion to build. Construction is targeted to start sometime in the third quarter of 2003, and is expected to complete by early 2008.

Land Required

Like Stages 1 and 2, all the stations of CCL Stage 3 will be underground. This will minimise impact on the environment and free up surface land for other land use.

The construction of CCL Stage 3 will require minimal acquisition of private land. An area of about 220 square metres will be required in front of the Chuan Park condominium for the construction of the line. The strata units are not affected. The Singapore Land Authority will contact the Management Corporation of Chuan Park condominium to explain further details of the land requirements.

In addition, the Government is acquiring 1,840.1 square metres of land at Lorong How Sun for comprehensive redevelopment. This is to optimise the development potential of the land surrounding the CCL station. The land is currently occupied by the "Jin Long Si" Chinese temple.

The listing of the two land lots to be acquired is gazetted on 20 January 2003. The plans showing these lots are available for viewing at the Singapore Land Authority's notice board at 8 Shenton Way, #26-01, Temasek Tower, Singapore 068811 during office hours.
