Objective
This programme is a joint effort by the Media Development Authority (MDA) and Singapore Land Authority (SLA) to help TV and film production companies, as well as independent filmmakers, to rent vacant State Properties on a short-term basis at a preferential rate for use as temporary sets and/or production office(s).

Who may apply
Both local and foreign TV and film production companies and filmmakers are welcome to apply. In particular, TV and film production companies and filmmakers without a permanent production office and who also wish to utilise the vacant State Properties as temporary sets are encouraged to apply.

Types of properties available
The list of vacant state properties include former police stations & military sites, hospitals, schools and colonial buildings, and is updated from time to time.

Some examples of the properties are the former hangar at Seletar Airport, the former Serangoon Secondary School, the former Changi Hospital, the former Pulau Ubin Chalet, the former army camp facility at Dempsey Road, the former Junior Police Officer Mess at Ladyhill Road and the former Central Police Station at Beach Road.

Assessment criteria
In assessing applications, the following factors will be considered:

  • Purpose & length of rental;
  • Production budget;
  • Production schedule; and
  • Track record and work experience of applicant.

Application procedure
The programme is open for applications all year round. The application form is available on the Singapore Film Commission website at http://www.sfc.org.sg/

Key facts

  • The minimum rental period under the SRF is six calendar days, up to a maximum rental period of three months, subject to availability of the property.

  • Upon successful application, the applicant will be issued a Temporary Occupation License (TOL) by the SLA and the applicant / licensee will be required to pay the following fees to SLA:
    • A TOL fee of S$500 for six days to one calendar month, and subsequently at S$500 per month, up to a maximum duration of three calendar months (GST and processing fees applicable).

      The following table provides an illustration of the TOL fee charges:

    • Additional rental of State Property beyond three months will be subject to availability of State Property and approval from SLA and other relevant authorities. If approved, the rate of S$500 per month will apply to each subsequent month.

SLA's director of Land Resource Services, Mr Clarence Ti, in a statement, said:
"SLA has always been looking for opportunities to maximise the use of State properties for economic and social development. We have studied the various types of vacant State properties that are under our care and find that buildings such as old hospitals, army camps, police stations and schools make good film sets.

We hope that our partnership with MDA would allow SLA to contribute to the nation's mission of developing Singapore into a vibrant global media city. The Short-Term Rental of State Properties for Filming (SRF) programme that the two statutory boards have launched on 1 December aims at nurturing the homegrown TV and film production companies and at the same time attracting international filmmakers to shoot movies and TV shows here.

At present SLA and MDA have identified a list of about 60 vacant State properties which are categorised into

  • army camps/police stations
  • chalets
  • community centres
  • depots
  • hospitals and clinics and
  • schools

Some of these old buildings have interesting features which are attractive to filmmakers, i.e. spiral staircase, old mosaic tile, colonial style building. The list will be updated from time to time as some of them would have been tenanted out.

Both local and foreign TV and film production companies and filmmakers are welcome to apply. We specially encourage companies undertaking short-term productions without a permanent production office to apply for the programme."
