Tender for State Properties
Find out steps to participate in tenders for State properties.

SLA-managed properties, comprising mainly premises previously used for schools, community centres and camps, are generally available for rental through an open tender. Agent-managed properties, mainly for residential and commercial uses, can be rented via the agents.
The tenure for State properties varies, where tenancy agreements are typically offered for interim uses while a Temporary Occupation Licence (TOL) may be issued for short-term uses.

How to tender for State properties?
Here are the steps to participate in the tender for State properties.
Step 1 - View State properties available for tender
When a tender is launched, the Invitation to Tender will be published and the Tender Documents can be downloaded from SPIO website.
Take note of the specified tender briefing, site show round and tender closing date and time.
Step 2 - Prepare the following documents
A tender deposit equivalent to one (1) month's rent (excluding GST) by way of a cashier's order/ money order made in favour of the "Commissioner of Lands"
Duly completed Form of Tender
Tender Brief indicating the tenderer’s concept proposal for the use of the property, relevant experience in the operation/ management of business for the proposed use(s)
Latest printout from the Accounting and Corporate Regulatory Authority (ACRA) of the tendering entity
Past years’ audited financial statements of the tendering entity
Step 3 - Submit your tender
Submit your tender at the designated tender box located at Revenue House (adjacent to the pick-up/ drop-off point) by the closing date and time as stated in the Tender Documents.
The timing for the close of tender will be based on the official time displayed at the designated tender box. Any tender submitted after the closing date and time shall not be considered.
The tender is to be submitted in a sealed envelope marked with the envelope label cover provided in the Tender Documents.
Step 4 - Tender evaluation
Tenderers may be required to attend a tender interview.
Selection of the successful tenderer shall be based on the evaluation criteria stated in the Tender Documents.
Step 5 - Receive result from us
The successful tenderer will be informed via a Letter of Acceptance.
The tender deposit of the successful tenderer will be used to offset the first month of rental payment following the expiry of the rent-free period.
Step 6 - Prepare the following post-award documents
The items to prepare will be indicated in the Letter of Acceptance. Specifically:
A security deposit of at least three (3) months of the tendered monthly rental is payable in the form of a cashier’s order/ money order or a guarantee issued by a participating financial institution under the eGuarantee@Gov programme made in favour of the “Commissioner of Lands”. The security deposit quantum may increase to a maximum of six (6) months of rent;
Fire insurance policy and public liability policy for the quantum and period stated in the Tender Documents;
GST payment of the first payable month’s rent in the form of a cashier’s order, money order, or cheque made in favour of the “Commissioner of Lands”;
A certificate of Stamp Duty issued by the Inland Revenue Authority of Singapore (IRAS) in respect of the stamp fee paid on the Tenancy Agreement; and
Duly completed GIRO Form.
Additional information
Tender deposits of unsuccessful tenderers will be returned within 14 days after the award of tender.
The rent-free period (where applicable) will commence concurrently with tenancy commencement.
No addition and alteration works are to be undertaken without the prior written approval of SLA and the relevant authorities. The tenant should engage professionals to submit plans, drawings and calculations to the relevant authorities for approval, before any work begins on site.
Successful tenderers are not allowed to sublet the properties without prior approval from SLA in writing.

Prospective sub-tenants of State properties are strongly encouraged to conduct due diligence checks on the main tenant before committing themselves to a sub-tenancy agreement. Please request for the following documents or information:
SLA’s written consent for sub-tenancy
List of approved uses for the property
Quantum for the percentage of approved use
Tenure of the property
Prospective sub-tenants should also seek legal advice before signing any sub-tenancy agreements.
