Topping Out Ceremony for Chong Pang City Marks Milestone Towards a New Integrated Community Hub in Yishun

The Singapore Land Authority (SLA) today marked the topping out of Chong Pang City, a new integrated development in Yishun that will serve as a vibrant community hub for residents in the northern region.
2 The topping out ceremony, officiated by Adviser to Nee Soon GRC Grassroots Organisations and Coordinating Minister for National Security and Minister for Home Affairs, Mr K Shanmugam, signifies the completion of the building’s superstructure works and brings the development one step closer to its targeted completion in 2027.
3 Adviser to Nee Soon GRC Grassroots Organisations and Coordinating Minister for National Security and Minister for Home Affairs, Mr K Shanmugam said, “Chong Pang City reflects our continued commitment to refresh and strengthen our neighbourhood centres to better serve residents. By bringing together community, recreational and lifestyle amenities in one integrated development, residents will enjoy greater convenience, improved accessibility and more spaces to connect. This will build on Chong Pang’s strong community spirit and support the needs of both long-time residents and new families in the area.”
A Comprehensive Suite of Community Facilities
4 Chong Pang City is an integrated development led by SLA with the National Environment Agency (NEA), the People’s Association (PA) and Sport Singapore (SportSG) as co-locating partners. When completed, Chong Pang City will offer a wide range of new and upgraded amenities for residents, including a new Chong Pang Community Club, Chong Pang Hawker Centre and Market, swimming pools, a gym and gym activities rooms, a playground, a multi-purpose hall and sheltered community plaza, as well as a sheltered rooftop jogging track. 5 The development has been designed with inclusive and senior-friendly features to ensure accessibility for all. The key features include wheelchair-accessible ramps at swimming pools, changing rooms equipped with electric height-adjustable changing beds and an inclusive playground as well as barrier-free access throughout the development.
Upcoming Commercial Offerings to Enhance Vibrancy
6 The community facilities will be complemented by about 4,200 sqm of commercial spaces that will bring added vibrancy and convenience to the area. Price & Quality tenders for the commercial spaces will be launched in Q2 2026 to invite operators to introduce fresh and diverse concepts and services to Chong Pang City.
7 When fully operational, residents can look forward to greater lifestyle convenience, including a supermarket, a refreshed mix of F&B options – from casual dining to cafés and quick-service outlets – as well as resident-centric amenities catering to youths, seniors and families, such as educational and recreational spaces. The curated tenant mix is anticipated to support surrounding businesses and the Chong Pang Hawker Centre and Market by drawing increased footfall to the area.
A Green, Smart and Future-Ready Development
8 Chong Pang City is the first Government integrated development to receive the Platinum Super Low Energy (SLE) certification with four badges under the BCA Green Mark 2021 scheme. The development is expected to achieve significant energy savings of up to 40% compared to conventional buildings due to its built design and comprehensive sustainability features and systems.
9 These include solar photovoltaic panels for renewable energy, energy-efficient LED lighting with smart controls and sensors, electric vehicle charging infrastructure, lush greenery to reduce heat gain and mitigate the urban heat island effect, naturally ventilated corridors and design for cross-ventilation, as well as the use of sustainable construction materials such as recycled concrete aggregate. The solar photovoltaic system is expected to generate approximately 600,000 kWh of renewable energy annually. This is equivalent to powering approximately 120 4-room flats for a year, or offsetting approximately 240 tonnes of carbon emissions, comparable to planting about 11,000 trees. Water-efficient fittings and rain harvesting systems are also expected to reduce water consumption, supporting more sustainable use of resources.

10 Chong Pang City builds on the area’s legacy as one of Yishun’s earliest neighbourhood centres, while introducing modern amenities and enhanced community spaces. By bringing together community, recreational and commercial uses within a single development, Chong Pang City will serve as a key social and lifestyle node for residents, supporting stronger community bonds and more active daily living.
