This user guide contains the information you need to get started and teaches you how to use the system to prepare caveats & instruments for submission to SLA. Simply click on the topics on the left to proceed.
 
Getting Started
All you need is a desktop computer or a laptop with the following
 
Minimum Configuration
  • Microsoft® Windows 7
  • 1 gigahertz (GHz) or faster 32-bit (x86) or 64-bit (x64) processor
  • 1 gigabyte (GB) RAM (32-bit) or 2 GB RAM (64-bit)
  • 16 GB available hard disk space (32-bit) or 20 GB (64-bit)
  • DirectX 9 graphics device with WDDM 1.0 or higher driver
  • USB ports and/or serial ports
  • Printers capable of printing Postscript
And 1 Mbps of internet bandwidth.
 
Uninstallation of Offline Preparation Software
If your current PC or laptop is installed with STARS eLodgment Offline Preparation Software, please proceed to uninstall it before installing the new STARS eLodgment Offline Preparation Software by following the below steps:
 
  1. Start > All Programs > STARS-Elodgment > Uninstall

  2. Click [Next]

  3. Click [Next]

  4. Click [Yes to All]

  5. Click [Finish]

  6. Select Yes, restart my system and click [Finish]

 
Installation of Offline Preparation Software
 
Below are two options of installing the STARS eLodgment offline preparation software.
 
Option 1 – Download in 1 file
 
STARS eLodgment v3.6 full download (File size: 113 MB)
 
  1. Please extract STARS_Elodgment_v3.6_full.zip with zip program.
  2. Double click STARS_Elodgment_v3.6.exe to install the STARS eLodgment offline preparation software.
 
Option 2 – Download in multiple files

  1. Please download these files to the same folder (Right-click the filelink and select "Save target as").
  2. After download, there should be 4 files in the folder :
    • STARS_Elodgment_v3.6.zip
    • STARS_Elodgment_v3.6.z01
    • STARS_Elodgment_v3.6.z02
    • STARS_Elodgment_v3.6.z03
  3. Please extract STARS_Elodgment_v3.6.zip with zip program.
  4. Double click STARS_Elodgment_v3.6.exe to install the STARS eLodgment offline preparation software.

Online Lodgment

You can now lodge instruments and caveats online. You will need a Netrust certificate and a crypto card reader - to safeguard your submission.

 
For the Online Application, you will need to have lodgment account before you can lodge the instruments. All lawyers, conveyancing staff and finance officers who need to use STARS eLodgment will each have an account. Your appointed administrator will manage these accounts.

For lawyer who needs to sign caveats, withdrawal of caveats and extension of caveats digitally, you will need a Netrust digital certificate and a crypto card reader. For more details on Netrust digital certificate, please visit wwww.netrust.net
 
Additional steps for IE9/IE10/IE11 users
  1. In your IE browser select: Tools > Compatibility View Settings.
  2. Add this website https://www.sla.gov.sg.

  3. Click Close.
  4. Click Retry
  5. Close and Restart your IE Browser.
Additional steps for Netrust token users
Below are the steps to download and install the Netrust token driver.
  1. Go to Netrust download website https://www.netrust.net/download/
  2. For 32 bit Operating System, please download "Safenet Authentication Client Token Driver 32 bit (Windows Vista, Windows 7, Windows 8)"
    For 64 bit Operating System, please download "Safenet Authentication Client Token Driver 64 bit (Windows Vista, Windows 7, Window 8)"
  3. Unzip the downloaded zip file to a local folder on your computer.
  4. For 32 bit Operating System, double click the "Safe Net 8-x32-8.3.msi" to install the driver

    For 64 bit Operating System, double click the "Safe Net 8-x64-8.3.msi" to install the driver
  5. Click Next
  6. Click Next
  7. Select "I accept the license agreement" and Click Next
  8. Select "Standard" and Click Next
  9. Click Next
  10. Click Finish to exit Setup
Additional steps for Electronic Payment Instruction users
Internet Explorer Setting
  1. Click here to download the Netrust Certificate for verifying the digital signatures on the signed Electronic Payment Instruction forms.
  2. Unzip the downloaded zip file to a local folder on your computer.
  3. In your IE browser select: Tools > Internet Options > Content.
  4. Click Certificates.

  5. Select the tab "Trusted Root Certification Authorities".
    Click Import.

  6. Click Next.

  7. Click Browse.

  8. Browse to the folder where you unzipped the downloaded file and select the Netrust Certificate (Netrust CA.cer).
    Click Open.

  9. Click Next.

  10. Select the option "Place all certificates in the following store".
    If "Trusted Root Certification Authorities" is not shown under the Certificate store, click Browse to select it.

  11. Click Next.
  12. Click Finish.

  13. System will prompt that import is successful.
    Click OK and close the rest of the windows.

Acrobat Reader Setting

      Adobe Reader Version: Adobe Acrobat Pro
  1. Launch the Acrobat Reader.
    Select: Edit > Preferences.

  2. Select Security on the left menu bar.
    Click on Advanced Preferences... on the right panel.

  3. Check all the checkboxes as shown in the figure below:

  4. Click OK and close the Acrobat Reader.

      After completing the above configuration, you should be able to verify the digital signature(s) on the document when you open a signed copy of the Electronic Payment       Instruction form.

      


      Adobe Reader Version: Adobe Reader XI
  1. Launch the Adobe Reader XI.
    Select: Edit > Preferences.

  2. Select Signatures on the left menu bar.
    Click on More... in Verification panel on the right panel.

  3. Check all the checkboxes as shown in the Windows Integration panel:

  4. Click OK and close the Acrobat Reader.

      After completing the above configuration, you should be able to verify the digital signature(s) on the document when you open a signed copy of the Electronic Payment       Instruction form.
