  1. SURVEY CONTROL POINTS


    1. For horizontal control, the Singapore Land Authority (SLA) has set up an Integrated Survey Network (ISN) using the GPS technology. The ISN comprises 70 primary control points and about 4000 secondary control points. SLA continues to maintain this network.

    2. The vertical control is mainly made up of Precise Levelling Benchmarks (PLBM). There are about 600 PLBM located at 1 kilometre apart along major roads.

    3. The computerised Control Point Management System (CPMS) provides updated information of ISN and PLBM. It allows users to query and extract information of any survey control point in Singapore.

  2. ALLOCATION OF LOT NUMBERS


    1. The Singapore Land Authority issues the lot numbers. There are land lot numbers and strata lot numbers.

    2. For the purpose of land survey, Singapore is divided into 64 Survey Districts viz 34 Mukims (MK) and 30 Town Subdivisions (TS). The boundaries of each survey district has been defined and depicted on the cadastral maps maintained under the Boundaries and Survey Maps Act. Please see the MK/TS maps. Any change to the MK/TS boundaries must be gazetted under Section 12(b) of the Act.

    3. In each survey district, the land lot numbers and strata lot numbers are unique. Each lot number is appended with a check alphabet.

    4. Every parcel of land appearing on the cadastral maps is identified with a lot number.

    5. Land Lot Numbers

      Land lots include surface land lots and lots which are detached from the earth surface, viz the subterranean lots (eg underground MRT station) and airspace lots (eg above ground MRT stations).

      Subterranean lot numbers start with the series 70,000. Airspace lots start with the series 80,000.

      In the past, "power" lot numbers were used eg lot 215, 1018 etc. In 1998, these were renumbered starting with the series 90,000.

    6. Strata lot numbers

      Strata lot numbers are issued for units in a building when the building is subdivided. They bear the prefix 'U' eg U25745X.

      A provisional lot is a strata lot on which the building to be subdivided is yet to be built. Being a strata lot, it also bears the prefix 'U'.

      An accessory lot is a strata lot which is made appurtenant to another strata lot. It bears the prefix 'A' eg A20X.

    7. The Lot Base System

      The Lot Base System (LBS) maintains an inventory of all lot numbers in Singapore. The history of lot creation, amalgamation and subdivision of all lots in Singapore is recorded in the LBS. Please see sample of the printout for information of a land lot and a strata lot.

    8. When does SLA allocate new lot numbers?

      Land lots are allocated:

           (a)   When part of an existing lot is alienated or acquired by
                  the Collector of Land Revenue.

           (b)   When there is a planning approval to amalgamate and/or subdivide
                  private land.

      Strata lots are allocated when there is a planning approval:

           (a)   to subdivide a building;

           (b)   to amalgamate and/or subdivide existing strata lots.

  3. INSPECTION OF SURVEY PLANS


    1. The Cadastral Survey Branch of the Land Survey Department carries out inspection of survey plans under the provisions of the Land Surveyors Act. The authority for such checking and inspection is stipulated in section 36 of the Act.

    2. Survey Plans

      There are two types:

           (a)   RT Plan - These are survey plans which show provisional
                  boundaries and areas. The boundaries and areas are subject to
                  changes on final survey.

           (b)   Certified Plan - These are survey plans prepared upon final survey
                  of the land lots and strata lots. The plans are called CP and CPST
                  respectively.

      Service Level

      The service levels are:

           (a)   For RT plan: Up to 7 days.

           (b)   For CP and CPST : Up to 28 days.

    3. Most frequent errors

      Land Survey Department processes surveys submitted by registered surveyors prior to the approval of these surveys. The most frequent errors associated with these surveys are listed as a guide for registered surveyors to reduce their error rates.

  4. MAINTAIN SURVEY MAPS


    1. SLA maintains maps and plans in electronic form. These records include cadastral maps, RT Plans, Strata Title Plans, CP, CPST and street directory maps.

      Cadastral Maps

      Cadastral Maps are survey maps prepared and maintained under the Boundaries and Survey Maps Act. To-date, there are 1582 maps. The data items shown in the maps are: land lot numbers, house numbers, areas, lot boundaries, land tenures, title boundaries, survey plan numbers, survey district numbers and their boundaries, and road names. The Cadastral Maps are updated as soon as the survey plans showing the subdivision or amalgamation of land parcels have been approved by the Chief Surveyor. New Cadastral Maps are created to accommodate newly reclaimed lands.

      Registrar of Title Plan

      A Registrar of Title (RT) Plan is a survey plan showing the provisional boundaries and areas of land lots. The plan is prepared by registered surveyors and approved by the Chief Surveyor. RT Plan will be superseded by the Certified Plan after a ground survey has been conducted.

      Certified Plan, Strata Certified Plan

      These are plans showing the final boundaries and areas of the lots. They are approved by the Chief Surveyor. Those plans depicting land parcels are termed Certified Plans (CP) and those plans depicting strata lots are termed Strata Certified Plan (STCP). They bear unique plan numbers.
