Land Sales About 90% of Singapore land is owned by the government and its statutory boards. While some are reserved for the various government ministries to discharge their national functions, e.g. education or defence, the remainder is sold to either the various statutory boards or the private sector on mainly leasehold interests up to 99 years. SLA acts as the agent of the government in managing all its land sales programmes. Its role is to achieve optimal returns from the sale of State lands and ensure that the processes comply with statutory requirements for the protection of past government reserves. Besides its main function of managing land sale activities, SLA also formulates and implements land policies on pricing, tenure and title restrictions etc. |

SLA sells land directly to the various statutory boards (e.g. HDB, JTC, AVA) and other approved organisation to facilitate the discharge of their public functions. The sales are transacted at prices determined by the Chief Valuer. This will ensure that the full cost of land resource is included in the provision of public service and not hidden in any government subsidy. This will also motivate the public agencies to strive for more efficient use of land. The government maintains a regular programme of releasing State lands for sale to the private sector for residential, office, retail, industrial and other developments. SLA is responsible for ensuring that all sales of State lands by URA, HDB or any other appointed agents are conducted in the most open and transparent manner through competitive public tender or auction. · Sale of Site (HDB) · Sale of Sites (URA) Private land owners who wish to buy over remnant parcels of State lands adjoining their properties can make an application to SLA. If there are other adjoining owners who may potentially bid for the same remnant land, a closed tender would be called.
