Rules
and Regulations
Through
creative and adaptive re-use, vacant State properties such
as army camps and schools, receive a fresh lease of life
from brick-and-mortar buildings into a vibrant nexus of
activities ranging from lifestyle to education. This art
competition aims to celebrate the creative use of State
properties, some of which are managed by SLA. Use your artistic
expressions and innovative perspective to depict the transformed
State properties into a winning art work! |

1.
This competition is open to all students (except the immediate family
of SLA and competition judges) who are enrolled on a full-time basis
at:
(a) Any local secondary school, junior college, polytechnic, Institute
of Technical Education and University
(b) Nanyang Academy of Fine Arts
(c) LaSalle College of the Arts
(d) Any foreign system school at the equivalent of secondary school
level or higher*
2.
All entries submitted for the competition must relate to the competition
theme, which is “State Properties: Our Heritage, A
New Life”. The State properties included in this
competition are limited to those listed in the property information
kit.
3. Each participant may submit one or more entries of artwork in
any medium, including without limitation, drawings, illustrations,
paintings and digital art. Raw photographs will not be accepted.
4.
Each entry must be the original and unpublished work of the participant
and should not have been entered in any other competitions. Each
entry must also be accompanied by no less than 50 words, describing
what it is about the building that was inspiring. The judges reserve
the right to disqualify at any time any entry which has been previously
published, entered in other competitions, or which infringes third-party
intellectual property rights.
5.
All entries must be submitted in hard-copy in 2-dimensional format.
6.
All entries must be in landscape or portrait format, and must not
be larger than A2 size.
7.
There is no restriction on the material used for submission of entries.
8.
No watermarks, signatures or other identifying marks will be allowed
on any entry submitted for the competition, and the judges reserve
the right to disqualify any entry bearing such marks.

9.
The closing date and time (the “Closing Date”) for this
competition is 1200 hours on 5 June 09.
Late entries will not be accepted.
10.
All entries must be submitted on or before the Closing Date to the
Singapore Land Authority at the following address:

11.
Each submission must be made together with the entry form enclosed,
duly completed and signed.
12.
Each participant will not be eligible for more than one (1) prize
in the competition.
13.
The judges reserve the right to disqualify any entry which is not
submitted in accordance with these Rules and Regulations.
14.
All entries will be judged on the following criteria:
(a) Originality
(b) Aesthetics
(c) Creativity
(d) Interpretation and articulation of the competition theme
15.
All decisions of the judges are final. The Singapore Land Authority
and the judges are not obliged to provide any reasons or enter into
any discussion or correspondence relating to these Rules and Regulations,
the organisation of the competition or any of the judges’
decisions.
16.
All prize-winners will be notified through their respective schools
in June 09. The results will also be announced on
the competition website.
17.
The following prizes will be awarded:
1st
Prize: $3000
2nd Prize: $2000
3rd Prize: $1000
12 Merit Prizes: $200 each
There
will also be a special recognition award for the most creative entry.
18. In addition, trophies will be awarded to the schools of the
first, second and third prize-winners.
19.
All prize-winners must be personally present at the prize-presentation
ceremony to receive their respective prizes.
20.
The Singapore Land Authority reserves the right to display and exhibit selected entries after the prize presentation ceremony at the following venues:
- Tampines Regional Library
- Woodlands Regional Library
21.
In the event that any entry is disqualified from this competition
after the results have been announced, the winner will forfeit the
prize in whole.
22.
The Singapore Land Authority assumes no responsibility for lost,
late, damaged, misdirected or illegible entries.
23.
The Singapore Land Authority reserves the absolute right and discretion
to decide any issue(s) not expressly covered in this Rules and Regulations
and such decision shall be final and binding.
24.
Entries, once submitted, shall become the property of the Singapore
Land Authority (including without limitation, entries which are
disqualified). The Singapore Land Authority shall not be obliged
to return any entry to any participant.
25.
All intellectual property rights subsisting in each entry shall
vest in the Singapore Land Authority. Each participant, by way of
present assignment of future copyright, assigns to the Singapore
Land Authority absolutely the entire copyright and all other intellectual
property rights of whatever nature (whether vested, future or contingent)
in and to his entry in whatever medium or form throughout the world
in perpetuity.
26.
For the avoidance of doubt, the Singapore Land Authority may, at
its absolute discretion, publish, reproduce, adapt, edit, display,
modify, communicate and distribute any entry in whole or in part
and in any form and in any media, without acknowledgement of authorship
and without prior notice to the relevant participant. In no event
shall the Singapore Land Authority offer or provide payment or compensation
to the participant in any form whatsoever.
27.
The Singapore Land Authority reserves the right to amend these Rules
and Regulations at any time, without prior notice, and in any manner
it deems fit. Any amendments to these Rules and Regulations shall
be posted on the competition website before the Closing Date and
shall be deemed sufficient notice of such amendments to all participants.
28.
Any participant who is younger than 21 years old is required to
obtain his/her Parent/Legal Guardian’s consent on the Entry
Form. By submitting an entry into this competition, each participant
and his/her Parent/Legal Guardian shall be deemed to have accepted
and agreed to be bound by these Rules and Regulations, including
any amendments made pursuant to paragraph 28 above.

*A
‘foreign system school’ (FSS) is defined as a pre-tertiary
school catering mainly to the educational needs of children of expatriates
working in Singapore and international students. FSS follow closely
the national curriculum of their home country or function on an
international system of education which uses English as the medium
of instruction.
