Question 1
SLA has specified a "Minimum Deposit" for each land parcel payable by cashier's order on the day of auction. If my minimum deposit is less than 5% of the sale price, am I required to top-up the difference on the same day?
Answer 1
If the specified minimum deposit is less than 5% of the sale price, the Purchaser shall pay to the Authority the additional deposit (being the difference between 5% of the sale price and the specified minimum deposit). Payment of the additional deposit and the GST (if applicable) thereon shall be made by way of
cashier's order(s) at the office of the Authority before 5 pm on the day following the day of
the auction.

Would there be a refund if the specific minimum deposit is more than 5% of the sale price?
Answer 2
No refund would be given even if the specific minimum deposit is more than 5% of the sale price. The overpaid amount will be used to offset the next payment for the land premium which occurs within 28 days of award.

Are the specified minimum deposits indicative of the market conditions?
Answer 3

No. The specified minimum deposit is not indicative of the market conditions. It is meant to indicate that the bidder has a serious intent to purchase the site.

Can I combine cashier’s orders for bidding?

Cashier's orders may be combined for the purpose of bidding for the land parcel, provided that the total amount meets the specified minimum deposit for the land parcel bidded for

Can the sale price be paid by installments?
Answer 5
No. Payment must be made in full in accordance with the Conditions of Sale as follows:
(a) on the day of auction, specified minimum deposit, and by 5pm on the day following the day of the auction, the difference between the specified minimum deposit and 5% of the sale price (additional deposit),   *
(b) within 28 days from and including the date of the sale, twenty-five per cent (25%) of the Sale Price (less the Specified Minimum Deposit and if applicable, the Additional Deposit paid),   *
(c) on or before the date of expiry of the 90 Days Period, the balance of seventy-five per cent (75%) of the Sale Price.   *

How do we make payments for the sale price and minimum deposit? Are personal cheques, company cheques or bank guarantees acceptable?

Payment of sale price and minimum deposit must be made by way of cashier's order made payable to the "Commissioner of Lands, SLA". Payment in cash or by cheque or bank guarantee will not be accepted.

If I intend to bid for more than one parcel, do I have to prepare separate cashier’s orders?
Answer 7
If the bidder intends to bid for more than one parcel of land as set out in the foregoing Particulars of Sale, the bidder must produce separate cashier’s order(s) for the Specific Minimum Deposit for each parcel he intends to bid for.

Can a company whose director(s) is debarred by SCOD, participate in SLA tenders and auctions?
Answer 8

Where a company or a person is debarred by SCOD from participating in "all lines of business", the company or the person cannot participate in all public tenders including URA tenders and auctions during the debarment period.

Can a company whose director(s) is debarred by SCOD, participate in SLA tenders and auctions?
Answer 9

The company can participate in SLA tenders and auctions only if:

(a) the company was incorporated before (and not after) the effective date of debarment of the director(s);   *
(b) the debarment was not for corruption/rigging; and   *
(c) the company is not debarred.   *
Question 10
When does the 99-year lease term commence?
Answer 10

The lease commences on the date possession of the site is delivered to the purchaser. Site possession shall be granted to the purchaser on the scheduled date or postponed date upon receipt of the full payment of the sale price by the Authority.
